Thousands of properties were left without power after contractors cut through high-voltage cables.
Some 9,500 homes and businesses around Brixham in South Devon lost electricity supplies yesterday afternoon.
Western Power Distribution said it restored electricity to all but 31 addresses by 5pm.
Generators were being brought in yesterday evening to provide emergency back-up while the problem was fixed.
A spokesman said they were still to find the exact location of the fault, but it was believed to be in the Laywell area.
No-one was hurt when the 11,000 volt cable was cut by contractors.
