But one player leaving the Gulls is defender Kieran Charnock.
Charnock is poised to sign for League Two rivals Morecambe today.
Hemmings, 19, who made his Torquay debut as a substitute at Gillingham last month, has made two pacy starting appearances at Stockport (1-1) last Saturday and Wycombe on Tuesday night.
United's 3-1 win at Adams Park marked the end of Hemmings' first month on loan.
But manager Paul Buckle reported: "I've agreed with (Wolves manager) Mick McCarthy to keep Ashley Hemmings.
"And we've got clearance for him to play in the FA Cup.
"Ideally, I would like Ashley to stay with us until the end of the season, because he's developing fast, and we're working on that.
"Mick McCarthy has been brilliant about the whole deal, and we're all very happy with it."
Centre back Charnock, 26, travelled to the North West yesterday and is expected to sign for Morecambe before today's deadline.
It will be a loan, with a view to a permanent transfer in January.
He has made 36 appearances for United since signing from Peterborough in a £10,000 deal in the summer of 2009.
