Teignbridge businesses, organisations and residents are being asked for their comments on a proposed new planning charge on developments that will fund much-needed infrastructure for local communities.
The council wants to hear local views on its plan to introduce the Community Infrastructure Levy or CIL, a new charge on developments that will help support growth by funding facilities such as roads, education, parks, employment sites and community facilities such as sports and health centres.
CIL gives local authorities the flexibility and freedom to set their own priorities for what the money should be spent on and provides developers with much more certainty about how much money they will be expected to contribute.
For residents, it ensures greater transparency because they will be able to understand how new development is contributing to their community.
The system applies to most new buildings and charges are based on the size and type of the new development. CIL is applied as a charge on each square metre of new building.
Councils must spend income from the levy on infrastructure to support the development of the area but they can decide what infrastructure to spend it on.
The CIL charging schedule for Teignbridge is the result of hard work behind the scenes to update housing viability evidence and undertake new research on the viability of non-residential uses such as shops, businesses, hotels and restaurants. The results were incorporated into the preliminary draft charging schedule for consultation.
The Council's Executive approved a preliminary draft CIL charging schedule for consultation at its meeting on November 20.
The consultation period will run from December 3, 2012 until January 25, 2013. The council is particularly interested in hearing the views of developers and businesses.
