£10million homes plan submitted

IN-DEPTH plans for a new £10million housing estate in Kingskerswell have been formally lodged with planners.

Cavanna Homes is seeking consent for further details relating to its plans for 62 homes on land off Charles Road, Kingskerswell.

Controversy still surrounds the proposals with residents already lodging objections saying the new estate — to be called Kings Field — will cause traffic chaos in the village.

The Bay-based developer won outline planning permission to build the new homes last year.

The 5.9-acre site is to the east of Charles Road, which joins with Southey Lane before meeting the A380 near the Hare and Hounds pub.

The firm has promised a £240,000 contribution to fund a slip road into the village from the South Devon Link Road.

Detailed plans for a mixture of two, three and four-bedroom properties, including affordable homes, have been lodged with Teignbridge Council's planning department.

If approved, the first homes expected to be on sale in summer 2013 ahead of the new bypass opening in December 2015.

When the plans were initially unveiled last year, a raft of objection letters and a 170-signature petition were sent to Teignbridge Council.

Residents claimed it would cause problems at the Southey Lane junction and turn village roads into rat-runs.

A public meeting was held in the village where people voted to object to the plan on highway and congestion grounds.

Four objections have already been lodged, with primary concerns being traffic.

Nearby resident Roger Harding says in his letter to planners: "Both Fore Street and Southey Lane were never built to withstand the pressure that this development will undoubtedly put on them."

Another, Lynne Squire, said: "The most concerning matter is one of access. Both ends of Southey Lane are very narrow and have a single lane.

"At the bridge end, traffic regularly has to reverse back onto the roundabout or the bridge to pass. At the other end traffic queues to get out onto the main road and often has to reverse to allow cars turning into Southey lane to pass.

"Traffic turning right into the lane from Torquay causes tailbacks as it is very difficult to cross the line of traffic on the road.

"It is difficult to imagine how the works lorries and vehicles will manoeuvre in and out of the site."

Cavanna Homes' head of planning Ian Pugsley was not available for comment.

A decision is expected to be made by November.

    'The firm has promised to pay £240k to fund a slip road'. Actually Devon County Council require a fee of £4000 per dwelling for any new build in Kingskerswell to contribute to the new bypass. Fact. 62 x £4000 = £240,000 which means they are paying nothing for a new slip road, just paying the same tax as anyone in Kingskerswell who gets planning permission for a new property. We the taxpayers will fund the new slip road. Funny how these developers seem to get confused.
